According to a study from the Bundesgeschäftsstelle Energiegenossenschaften (Federal Office of Energy Cooperatives), in 2014 almost a third of energy cooperatives refrained from investing, while in 2013 only 8 percent of them had lacked an investment plan. And the number of new cooperatives formed was lower than in previous years, falling back to the level of 2009.
